The Minister of Infrastructure in Manitoba blames the high vacancy rate in his department on the lack of loyalty by the employees in his department. The high vacancy rate is more likely the fact that he and his department have not created the positive, interesting and exciting environment which makes people want to work there and to stay working there. Instead of blaming the workers and the lack of loyalty for the problem, the Minister should look at the work environment he and his government have created.
